- Persons who live, work, worship, or attend school in, and businesses or legal entities located within nine census tracts in Gaston and Cleveland Counties, North Carolina, are eligible to join.
Employers and groups
- Employees or retirees drawing income from participating Select Employee Groups are eligible for membership.

- Employees or retirees drawing income from the City of Bessemer City are eligible for membership.
- Employees or retirees drawing income from the United States Postal Service (Bessemer City, NC) are eligible for membership.
