- Full and part-time employees of the City of Virginia Beach and Virginia Beach City Public Schools, including the Adult Learning Center, are eligible for membership.
- Persons retired as pensioners from the City of Virginia Beach or Virginia Beach City Public Schools are eligible for membership.
- Volunteers performing regular duties assigned to City or School departments or facilities are eligible for membership.

- Immediate family members (defined as spouse, child, sibling, parent, grandparent, grandchild, step-parents, step-children, step-siblings, and adoptive relationships) of eligible individuals are eligible for membership.
